Card 1 The Magician: Astronomer.
Card 2 The High Priestess: Great Fairy.
Card 3 The Empress: Aveil (if I'm not wrong, that is the name of the Gerudo pirate that you have to scare with a bunch of bees... man, that was a hilarious part
Card 4 The Emperor: The Deku King.
Card 5 The Hierophant: The Goron elder.
Card 6 The Lovers: This is too obvious... Anju and Kafei
Card 7 The Chariot: Link ^_^
Card 8 The Strength: Romani
Card 9 The Hermit: The Mask Salesman
Card 10 The Wheel of Fortune: The Clock in Clock Town Tower.
Card 11 The Justice: Zelda
Card 12 The Hanged Man: More like it's going to be the hanged monkey (remember that part?
Card 13 The Death: Igos du Ikana
Card 14 The Temperance: Cremia
Card 15 The Devil: Majora's Wrath
Card 16 The Tower: Clock Town Tower... duh.
Card 17 The Star: Lulu.
Card 18 The Moon: Even more obvious than the lovers!
Card 19 The Sun: The Sun's Mask.
Card 20 The Judgement: Fierce Deity Link, Deku, Goron, and Zora Link.
Card 21 The World: The Giants holding Termina.

Also, speaking of fusing games with Tarot... you ever look much into Tarot as a game (as opposed to it's fortune telling use that dominates much of the English speaking consciousness). To be honest, if you look back at the history of Tarot... game-play was what it was invented for (in the 15th century).
There are still many people today who play the game of Tarot and there are many regional variations... however that's mostly in non-English speaking European places like Austria, Slovenia, Switzerland, Germany, Italy, France, and the like. The version I've been learning to play lately is the Slovenian one (with revised rules from Maribor University).

also... [link] (tarock dot net) not only has info on Tarot cards... but a variety of game-play suited Tarot cards available to purchase online. I picked up a couple Austrian decks from them just a little bit back.
